The government has made significant progress in negotiations with European institutions, successfully modifying the Recovery and Resilience Plan by removing key administrative barriers. The approved amendments are the result of targeted efforts to simplify implementation and increase investment potential.
The main transformations include a drastic reduction in bureaucratic requirements. The number of stages and goals has been reduced from the initial 321 to 259, while the number of payments has been lowered from nine to five. This approach aims to accelerate processes and facilitate the practical implementation of planned reforms.
A key point in the review is the reorientation of investment priorities. Projects that cannot be realized within the specified timeframe have been dropped, and new initiatives in the areas of energy efficiency and transport infrastructure have been proposed in their place.
Through the approval of the REPowerEU component, our country receives an additional financial resource of 479 million euros. These funds are directed towards specific measures: overcoming energy poverty, supporting the liberalization of the electricity market, and stimulating the introduction of renewable energy sources.
The strategic priorities of the Plan remain unchanged – a strong focus on the green transition with 49% of the funds and digital transformation with 20.6% of total expenditure. The Council of the European Union is expected to review and confirm the European Commission's assessment within a four-week period.
