The Armed Forces of Bulgaria underwent significant changes in 2025, marked by key events such as the delivery of the first eight F-16 Block 70 fighter jets, numerous amendments to the Defense Act, and ongoing efforts to address personnel shortages.
F-16 Fighter Jets: The delivery of the F-16 fighter jets under the 2019 contract began at the beginning of the year. On December 18th, the eight aircraft were presented. The Air Force is expected to have an F-16 Block 70 squadron by the end of 2027, when eight more aircraft will be delivered. Initial operational capability of the F-16 is expected in 2028. Currently, six pilots have been trained, and training aircraft are needed to train the remaining personnel.
Navy: In December, the naval flag was raised on the new multi-functional modular patrol ship 'Hrabri' (Brave), the first new warship produced in Bulgaria in over 100 years. Negotiations are underway to acquire minehunters from Belgium and the Netherlands. The Navy is expected to receive another modular patrol ship, 'Smeli' (Bold), in 2027.
Legislative Changes: Parliament passed amendments to the Defense Act, including an extension of the retirement age for military personnel and permission to use weapons against unmanned systems. A definition of the term 'deterrence' was also created.
Personnel in the Army: A new salary determination base came into effect, with the minimum monthly salary set at 2296 BGN. The army is striving to fill the personnel shortages, which were 21.8% in 2024.
Land Forces: Deliveries of 'Stryker' armored fighting vehicles were expected to begin in 2025, but there is currently no information on their commencement. A contract for the acquisition of 198 vehicles has been ratified, with deliveries planned for the period 2025-2028.
