The National Audit Office with 160 audit reports: Revealed corruption practices and financial violations

A detailed review of the conducted audits reveals numerous financial discrepancies in state and municipal institutions, with signals sent to competent authorities for taking action.

The Court of Audit conducted a large-scale audit review covering the period from the beginning of 2025 to the end of July, during which a total of 160 audit reports were accepted. The institution took serious steps to identify and sanction financial violations in various state and municipal structures.

Based on the conducted checks, four key state agencies were notified: the Public Procurement Agency, the Anti-Corruption Commission, the State Financial Inspection Agency, and the National Revenue Agency. The procedure is carried out in accordance with Article 57 of the Court of Audit Act, which regulates the procedure for transferring audit materials.

The most significant violations were identified in multiple institutions, including the Communications Regulation Commission, the Main Directorate "Fire Safety and Population Protection", the Supreme Administrative Court, the Bulgarian Institute of Metrology, and the National Social Security Institute.

The main problem areas include non-compliance with budget discipline, discrepancies in public procurement, and violations in municipal property management. Specific examples include the municipalities of Madan, Pomorie, Chirpan, Glavinitsa, Makresh, Ihtiman, and others.

The audit reports were distributed among different institutions: 13 reports were sent to the Public Procurement Agency, 22 to the State Financial Inspection Agency, 4 to the National Revenue Agency. Additionally, 59 reports were provided to the Minister of Finance and line ministers.

Out of the total 160 accepted reports, 138 are financial audits of annual financial statements. The results show that 122 reports received a fully positive assessment, 13 - a qualified opinion, and three reports were evaluated with a completely negative assessment - for the municipalities of Chelopech and Kocherinovo, as well as the State Enterprise "Scientific and Production Center".

Two reports were submitted to parliamentary committees - one regarding energy efficiency in residential building renovation, and the other on forest management. Additionally, 107 reports were sent to municipal council chairs and 18 to the National Association of Municipalities in Bulgaria.

The specific audits covered the financing of political parties, election campaigns for the National Assembly and European Parliament, as well as an inspection of state enterprises.

For comparison, in the past 2024, the Court of Audit had accepted a total of 369 audit reports and had sent seven reports to the prosecution. The current results demonstrate continued and in-depth work on prevention and detection of financial violations.

The institution continues to fulfill its key role in ensuring financial transparency and accountability in the public sector, consistently identifying and reporting the established discrepancies.
