The Council of Ministers approved a decision to implement provisions from the so-called extension law of the budget, related to the indexation of remuneration for those employed in budgetary organizations. This was announced by the government press service.
Based on the information provided by the National Statistical Institute (NSI), it is determined that for the purposes of applying the provision of the extension law, the accumulated annual inflation by December 31, 2025, is 5 percent. Salaries of workers and employees in budgetary organizations will be indexed by 5%, starting from January 1, 2026.
When applying the cited provision, the reached amounts of basic monthly salaries as of December 31, 2025, in budgetary organizations cannot be reduced or increased within the scope of the occupied position, i.e., normative acts and other mechanisms for increasing salaries are not applied, except for the explicitly provided increase in the extension law, namely an increase in the salaries of those employed at the minimum wage and a one-time indexation in the amount of the accumulated annual inflation by December 31, 2025, in the amount of 5 percent for all others in the budgetary sphere.
On January 15, the outgoing Finance Minister Temenuzhka Petkova announced to the media that the outgoing government would apply the more favorable regime for Bulgarian citizens and would index once, as provided by law, the remuneration of everyone in the budgetary sphere by five percent.
In December 2025, the parliament voted for the indexation of salaries in the budgetary sphere, which was included in the so-called extension law.
