Revelations about the "most grandiose scam" in the energy sector
Minister of Energy Iva Petrova has raised an alarm regarding shocking discrepancies in the valuations of land plots designated for the construction of new nuclear capacities at the Kozloduy NPP. A new expert assessment shows that the value of the land had been artificially inflated by about 10 times compared to its real price.
"This is just the tip of the iceberg," stated Minister Petrova regarding the scheme, which was initiated in 2025.
What is the scheme?
- Private property: The company "Interprom" offered 68 decares for sale, valued at 250 million BGN.
- State land: 203 decares owned by Kozloduy NPP were added to the deal, valued at 650 million BGN (about 335 million euros).
- The anomaly: The valuation of the state land was 200 times higher than its actual value at that time.
Consequences and corrective measures
The deal had received approval from the management of the Bulgarian Energy Holding and the then-Minister of Energy Zhecho Stankov. Although the funds for the private property had been secured through a capital increase, the deal was halted under media pressure. Work is currently underway to correct the financial statements to ensure that the capital of "Kozloduy NPP – New Capacities" reflects the real value of the assets.
