USA Grants Time for Deals with Lukoil International
The Office of Foreign Assets Control (OFAC) at the U.S. Department of the Treasury has extended until 12:01 a.m. on September 19 the deadline during which certain transactions involving Lukoil International GmbH are permitted.
The decision is the latest step following the imposition of sanctions by the Donald Trump administration in October 2025 as part of measures against Russia due to the war in Ukraine.
What lies ahead for the company's assets?
- Any sale of Lukoil's international assets requires individual approval from OFAC.
- The company is actively seeking buyers for its foreign structures following the imposed restrictions.
- Bulgarian assets, including the refinery in Burgas and the chain of gas stations, remain under special monitoring.
The position of the United Kingdom
Meanwhile, the United Kingdom has extended the general license for the four Lukoil companies in Bulgaria until October 29, 2026. This decision ensures operational stability for Lukoil Bulgaria, Lukoil Neftohim Burgas, Lukoil Aviation, and Lukoil-Bulgaria Bunker.
