The Constitutional Court has consolidated the cases against the 2026 budget
The Constitutional Court (CC) has admitted for consideration on the merits the request by Ombudsman Velislava Delcheva regarding the unconstitutionality of provisions in the 2026 State Budget Act. The focus is on the "freezing" of the minimum wage and changes in the accounting of length of service.
The Court consolidated the Ombudsman's request with previous appeals from groups of Members of Parliament from the 52nd National Assembly.
Key challenges:
- GERB-UDF: They are challenging the entire budget due to a contradiction with the principles of the rule of law and the Public Finance Act.
- We Continue the Change (PP): They are focusing on provisions in the transitional regulations related to the Labor Code and the Judicial System Act.
The reporting judge for the consolidated case is Judge Sonya Yankulova, and the rulings on all appeals will be combined into a single decision.
