Lawyer Ilya Todorov from the Bulgarian Association of Road Incident Victims presented revolutionary changes in legislation, marking a new stage in road safety management.
The expert emphasized that the new legislative solutions are aimed at identifying and sanctioning the most high-risk drivers who systematically violate speed limits on highways.
The National Assembly officially approved amendments that provide for extensive video surveillance. Cameras will be positioned not only on highways but also on secondary roads outside urbanized territories.
Municipal cameras will be a powerful control tool in urban and rural environments. According to Todorov, the system will allow effective tracking of current speed and will assist the Ministry of Internal Affairs.
Among the key innovations is the introduction of a ban on passing a technical inspection if there are unpaid fines and obligations. This mechanism aims to make sanctions truly effective, eliminating the previous practice of formal penalties.
The financial model provides for part of the fine revenues to be directed to municipalities to improve pedestrian infrastructure and safety.
Although the effect is not expected to be immediate, Todorov expressed optimism that the changes will lead to a significant reduction in road traffic accidents and road mortality as early as next year.
The expert emphasized that the legislation represents a solid foundation, the successful implementation of which depends on real control and consistency from the institutions.
