New Trains, Railway Sector Reform, and Increased Salaries for Railway Workers: An Interview with Grozdan Karadzhov

Deputy Prime Minister and outgoing Minister of Transport Grozdan Karadzhov announced the phased introduction of new trains, railway sector reform, and increased salaries for railway workers in an interview with Nova TV. The topics of infrastructure modernization, the entry of private operators, and the currency exchange of leva were also discussed.

From April, the phased introduction of new rolling stock begins, with 34 new trains expected to serve the main routes in the country by the end of summer. The remaining new multiple-unit trains are to be delivered by June 2027 in accordance with the signed contracts.

The renovation of the trains is the first step of a broader reform in the railway sector, which aims to improve comfort, regularity, and the quality of service.

Currently, over 40 repair sections along the railway infrastructure are being implemented, with the modernization expected to be completed by 2029. The combination of new rolling stock, renovated lines, and a changed funding model will allow trains to move faster and arrive on schedule.

The reform aims to overcome the chronic underfunding in the sector. The subsidy per train-kilometer is expected to increase from around 6 euros at present to nearly 9 euros by 2027, representing an increase of around 50 percent.

The state is not relinquishing ownership of the rolling stock and the locomotives and wagons remain state-owned. The goal is to create controlled competition with clearly defined public service contracts.

The reform also provides for the possibility of increasing the remuneration of railway workers, with funds allocated for a significant increase in salaries from 2027.

To date, over 186 million leva have been exchanged and more than 133,000 citizens have been served in about 2300 post offices in the country.
