Parliamentary control and legislative initiatives
The National Assembly begins its work with the first reading of a new Draft Law on Countering Corruption among Persons Holding Public Office. The main goal is to establish a five-member Anti-Corruption Commission (ACC) to replace the existing mechanisms.
The Commission will possess operational investigative and inquiry powers, and its chairperson will rotate every year based on a lottery system.
Why is the reform urgent?
- European funds: Over 258 million euros are blocked due to unsatisfactory implementation of anti-corruption measures.
- Commission composition: Members will be appointed by the Parliament, the President, the Supreme Court of Cassation, the Supreme Administrative Court, and the Supreme Bar Council.
- Powers: The body will investigate bribery, money laundering, trading in influence, and conflicts of interest.
The reform is a key requirement under the National Recovery and Resilience Plan, necessary for unblocking the second and third payments from the European Commission.
