A New Approach to Nominating Senior Magistrates
The Ministry of Justice has published a conceptual and procedural framework for the selection of leadership positions in the judiciary. The document was developed following consultations with professional communities, the non-governmental sector, and academic circles.
The model aims to ensure long-term goals such as institutional efficiency, independence of the judiciary, and increased public trust.
The three pillars of the new framework:
- Competency model: Defines specific knowledge, skills, and qualities for key positions such as Prosecutor General and Presidents of Supreme Courts.
- Assessment methodology: Introduces objective and verifiable indicators for tracking the professional experience, management profile, and reputation of candidates.
- Procedural framework: Creates a competitive selection process with mechanisms for transparency and publicity.
Minister Andrey Yankulov emphasized that the goal is for nominations to enjoy broad support from the professional and civic community before being submitted to the Supreme Judicial Council.
