The Ministry of Health (MH) announced a large-scale initiative for comprehensive renovation of out-of-hospital medical infrastructure in Bulgaria. The new procedure provides full financing for projects to build and modernize ambulatory centers within the National Recovery and Resilience Plan.
Financial support amounts to the impressive 8,260,951.86 leva, including value-added tax. A maximum of 82,609.52 leva is allocated for each individual ambulatory, which allows for extensive improvements in the material base and medical equipment.
The investment program is part of a larger healthcare transformation mechanism called "Outpatient Care Development". The main goal is to provide accessible and quality medical assistance, especially in smaller and remote areas of the country.
Applications are open for municipalities that meet predefined criteria. An expert commission will select 100 projects that will receive funding. Eligible are settlements with over 100 inhabitants, with financing planned for both construction and medical equipment.
The procedure includes two main components: initially, construction work and modular room delivery will be financed, and subsequently, the necessary medical furnishings will be provided. Applications will be made entirely electronically through the specialized ISUN 2020 platform.
The deadline for submitting project proposals is precisely set - September 24, 2025 at 5:00 PM. All documents received after this time will be automatically rejected.
Professional medical organizations such as the Bulgarian Medical Association and the National Association of General Practitioners insist that high-quality medical service is guaranteed alongside modernization. They emphasize the need for qualified medical personnel, especially in smaller ambulatories.
This initiative is seen as a key moment in reforming out-of-hospital medical assistance, which should bring quality health services closer to every Bulgarian citizen, regardless of their location.
