The Ministry of Regional Development announced an ambitious transport modernization plan that will transform the country's communication system. On August 1, 2025, a national infrastructure program with key strategic goals was officially presented.
A key element of the project is the commissioning of two new highway sections that directly correspond to the geopolitical challenges in the region. Special emphasis is placed on the restoration of the "Dyulin" pass, whose rehabilitation is expected to be completed by May 2026.
The large-scale intervention covers nearly 1,500 kilometers of road network, which is an unprecedented volume of infrastructure activities. The project is a direct response to the changed transport flows caused by the military conflict in Ukraine and the interruption of maritime transit.
The strategic goal includes strengthening the transport connection between Europe and Asia through the "Black Sea Passage Highway", with particular attention paid to the "Hemus" and "Struma" highways.
