Key financing for the construction of the Ruse - Veliko Tarnovo Motorway

The Road Infrastructure Agency and the Managing Authority of the Transport Connectivity Program 2021-2027 signed a grant agreement of over 1 billion BGN for the construction of the Ruse - Veliko Tarnovo motorway. The project includes two sections - from Ruse to Byala and the Byala bypass, with construction work already underway.

The contract for non-refundable financial assistance for the project for the construction of the "Ruse - Veliko Tarnovo" motorway in the section Ruse - Bypass of Byala was signed on June 20, 2025. The contract was concluded between the Road Infrastructure Agency and the Managing Authority of the Transport Connectivity Program 2021-2027. The total amount of eligible project costs is 1,990,566,369.31 leva, with the non-refundable financial assistance amounting to 1,025,327,828.19 leva. This amount is provided by the European Regional Development Fund (871,528,653.96 leva, or 85% of the assistance) and national co-financing (153,799,174.23 leva, or 15% of the assistance).

The project includes two sections - from Ruse to Byala with a length of 40.24 km and a bypass of Byala with a length of 35.4 km. Construction activities are currently underway in 7.9 km of section 2, and a construction permit for the rest of this section has already been obtained. It is expected that a construction permit for section 1 will be issued in September 2025.

The construction of the motorway will lead to a reduction in road accidents and an improvement in traffic safety and speed. The project will improve the cross-border connection between Bulgaria and Romania and contribute to the construction of the north-south motorway network on Bulgarian territory. The ultimate goal is to reduce travel time and provide convenient and safe driving conditions.
