Gutsanov on the Balance between Regulations and Business Development in the EU

Minister Gutsanov calls for a reduction in the administrative burden on small and medium-sized enterprises and emphasizes the importance of a balance between regulations and innovation in the EU. Issues related to employment and social policy are discussed.

It is essential to combine modern, predictable, and worker-friendly rules with an environment that allows businesses to innovate and grow. This was stated by the Minister of Labor and Social Policy, Borislav Gutsanov, during a meeting of the Council of the European Union (EU) on Employment, Social Policy, Health, and Consumer Affairs, the press center of the ministry reported. According to the minister, this balance will allow the EU to develop more sustainably and be better prepared for the upcoming challenges.

Gutsanov emphasized the impact of administrative burdens on small and medium-sized enterprises, as well as the need to work in close communication with them. He called for steps to remove outdated or duplicated regulations, as well as for greater technical and financial support for the development of digital "one-stop shop" services. "We must have mandatory and in-depth impact assessments on small and medium-sized enterprises for every new legislative initiative," the minister said, quoted by the press center of the MLSP.

He added that member states should also contribute to reducing regulatory pressure at the national level: "Simplification is the way to strengthen our competitiveness, but this should not be at the expense of quality jobs and decent working conditions throughout the Union," the minister said. 

Part of the forum's topics concern achieving results in simplifying and implementing regulations in the field of employment and social affairs. The European Commission has set a goal to reduce the administrative burden by at least 25% for all companies and by 35% for small and medium-sized enterprises, which cite regulatory obstacles as their biggest challenge. Minister Gutsanov also participated in a working meeting of the ministers from the Party of European Socialists. There, they discussed joint initiatives in the work of the European institutions.

At the beginning of this year, the social minister discussed the development of the labor market with representatives of the Association of Organizations of Bulgarian Employers (AOBR). We must help labor and the economy, so that there are decent incomes, Gutsanov stated to the business.
