The Minister of Environment and Water Rumen Hristov notes that for the implementation of an effective environmental policy, joint efforts of all stakeholders are necessary - the legislative and executive authorities, scientific communities, civil organizations, and the entire potential of the nation. According to him, clean industry means lower long-term energy costs, reduced risks of regulatory sanctions and carbon taxes, digitalization, and access to new markets and consumers.
Minister Hristov emphasizes that the green transition and decarbonization are an opportunity for a logical, cost-effective, and sustainable new development model, from which we can benefit, protecting nature and our future. He points out that the mining industry in Bulgaria is of key importance not only for the economy, but also for the provision of raw materials for new green technologies. Through innovation, digitalization, and responsible management, the sector can be a driver of the transformation towards a low-carbon and circular economy.
Minister Hristov warns that we must not allow the strengthening of our strategic autonomy in the production of key raw materials and products to lead to the replacement of one dependence with another. He recalls that Bulgaria has repeatedly called for a balance between ambition and pragmatism, insisting that business and industry should be provided with a direction and a stable, predictable regulatory framework with at least a 10-year horizon.
According to Minister Hristov, it is the business that creates jobs and drives the economy when left to operate under reasonable regulation. He emphasizes that we must not lose focus and neglect the importance of environmental legislation, nor should we neglect and forget about environmental procedures in our efforts to simplify and facilitate the transition.
The Deputy Minister of Environment and Water Atanas Kostadinov points out that the maritime economy has significant growth potential, but it is inextricably linked to the preservation and restoration of marine ecosystems. He notes that in Bulgaria, there is a visible improvement in research on the quality of sea waters, but there is a worrying trend towards a decrease in quantitative indicators for groundwater.
According to Kostadinov, one of the biggest challenges of environmental policy is to turn it into a horizontal principle that "permeates" every human activity. He points out that although Bulgaria is working in accordance with the Water Framework Directive, there is still a lack of integrated, comprehensive, and unified water management in accordance with the National Strategy.
