The Interreg VI-A Bulgaria - Serbia 2021–2027 program has announced a call for project proposals, aimed at developing new or upgrading existing public services for the benefit of people and businesses in the cross-border region between Bulgaria and Serbia. The total budget of the call amounts to over 4.6 million euros, with 100% financing - 85% from the European Union and 15% national co-financing for Bulgarian partners or own co-financing for Serbian partners.
Eligible services may include both digital and social services, as well as infrastructure solutions that improve the access, quality, and sustainability of public systems. Examples include mobile social care for the elderly, cross-border transport lines with a common ticketing system, waste management systems, real-time air and traffic monitoring, as well as the creation of energy communities.
The grant can reach up to 1 million euros per project, and must necessarily include the so-called "soft activities", such as digital solutions, training, or the creation of new administrative practices. Investments in infrastructure and equipment are also eligible, if the necessary permits are available.
Eligible applicants include municipalities, public authorities, enterprises with at least 51% public participation, and non-governmental organizations from the program region in Bulgaria and Serbia. Each project must include at least one partner from each country, and partnerships between two to four participants are allowed. The maximum implementation period is 24 months.
The deadline for submitting project proposals is September 26, 2025, and the application process is done online through the JEMS platform. Information days will be held on June 25 in Sofia and June 27 in Pirot.
This call concludes the series of announced competitive procedures in support of the implementation of Cohesion Policy Objective 5: "Europe closer to citizens", which applies the "bottom-up" approach through the active engagement of local stakeholders.
