New rules for financing in the wine-growing sector come into effect

The Ministry of Agriculture has published significant changes to the regulation on financial support for the viticulture and wine sector, which introduce stricter conditions for investments and technological modernization.

The official change in the regulatory framework was promulgated in the State Gazette on June 27, 2025, affecting key aspects of agricultural subsidies. The amendments relate to the Strategic Plan for Agricultural and Rural Development for the period 2023-2027.

Among the most significant innovations is the introduction of a mandatory five-year minimum term for legal use of vineyard plots where intervention activities will be carried out. This regulatory approach aims to guarantee the financial security and justification of approved expenses.

A substantial change also occurs in the requirements for investment projects. For the "Restructuring and Conversion of Vineyards" intervention, an additional requirement for environmental assessment is introduced when the plots fall within protected zones according to the Biological Diversity Act.

Another significant modification concerns "Investments in the Viticulture and Wine Sector". Restrictions on the materials of wine storage vessels have been removed, providing greater technological freedom for producers. New rules for documentary support have also been introduced when purchasing agricultural machinery and specialized equipment.

The regulatory changes set specific requirements for the use of modern technologies. For drones, a limitation of one device per farm has been determined - regardless of whether for agricultural monitoring or other specialized activities.

The financial parameters of investment schemes also undergo changes. Expenses for construction and installation activities will be reimbursed through reference prices determined by the Executive Director of the State Fund "Agriculture".

In the context of the upcoming introduction of the euro in Bulgaria, all financial thresholds have been recalculated and indicated in both currencies - leva and euro. The technical corrections aim to optimize intervention mechanisms in the agricultural sector.
