The European Commission has launched a large-scale public consultation project that allows citizens and organizations to share opinions on key policies and legislative initiatives. The platform provides a unique opportunity for direct participation in the decision-making process.
The central focus of the current stage is the Roadmap for Quality Jobs – a strategic document aimed at ensuring a fair transition for all employees in the European economic space. The initiative is directed towards creating a modern and adaptive work environment that responds to the challenges of the contemporary labor market.
The political context of the document is extremely relevant and linked to the management program for the period 2024-2029. In the first 100 days of its mandate, the current European Commission placed a strong emphasis on the need to generate quality jobs as a key driver of economic development.
The key challenges that the roadmap addresses include a series of unprecedented crises – from the COVID-19 pandemic to geopolitical transformations related to the war in Ukraine. The document recognizes the critical importance of sustainable labor markets, innovative enterprises, and stable social systems.
Demographic trends are placing additional pressure on the European labor market. Forecasts indicate a decrease in the working population by 27 million people by 2050, which requires urgent and targeted interventions. 42 professional areas with critical specialist shortages have been identified, especially in the fields of technology, healthcare, and clean energy.
The roadmap sets ambitious goals for promoting fair pay, guaranteeing high safety and health standards, providing quality professional training and support when changing jobs. Special focus will be placed on gender equality and creating equal opportunities for all workers.
Social partners will play a central role in developing the document, and are expected to contribute to its comprehensiveness and applicability. The recently signed pact for European social dialogue underscores the institutions' commitment to this collaborative approach.
The expected results are extensive – from increasing labor motivation and reducing health-related absences to creating a more competitive and innovative work environment. The initiative aims to transform the challenges of digital and ecological transition into real growth opportunities.
The roadmap will be developed on a solid social foundation, integrating multiple existing European strategies and directives. These include the action plan for implementing the European Pillar of Social Rights, directives on minimum wages and platform employment.
The ultimate goal of the initiative is to create a comprehensive strategy that will transform the European labor market, placing people and their professional needs at the center of economic development.
