The Chairman of the Bulgarian National Audit Office, Dimitar Glavchev, has launched an administrative reform aimed at increasing the efficiency in the management of public funds. The reform includes optimization of the personnel structure and modernization of policies for incentivizing employees.
In November 2025, 37 employees who had acquired the right to a pension received notices for termination of their employment relationships. 5% of the staff positions in the administration have been closed. A decision has been adopted for a structural change, including the closure of a department and one more staff position.
Part of the reform is the introduction of a new methodology for determining additional remuneration (DMS). A cap on the amounts and objective assessment criteria are being introduced. DMS for additional work will be distributed upon realized savings in the budget and compliance with the new rules. Experts will be able to receive DMS up to two monthly salaries per quarter, and management - up to one. The Audit Office emphasizes that this is an opportunity, not a mandatory payment.
Efforts are also being made to fill the vacant staff positions in the audit staff, with the focus on attracting young specialists. Five external competitions have been held for 75 positions, 12 candidates have been ranked, and ten have been appointed. Five more competitions for 53 vacant positions are in progress.
