Employee of "Primorski" district in Varna charged with taking a bribe

The director of the "Public Order and Control" department in the "Primorski" district of Varna has been arrested for soliciting and receiving a bribe of 1500 euros for issuing a permit for the placement of a mobile object.

The Regional Prosecutor's Office in Varna has brought criminal charges against an official of the Varna district “Primorski”, holding a managerial position, for soliciting and accepting a bribe.

According to unofficial information, this is 31-year-old Borimir Todorov – Director of the “Public Order and Control” Directorate. He is accused of requesting and accepting a bribe from November 2025 to March 2026 in order to exert influence on the decision-making of an official in connection with the preparation of a permit for the placement of a temporary object in the area. He has been detained for a period of up to 72 hours by a ruling of the supervising prosecutor.

Todorov was arrested during a specialized operation carried out by employees of the “Economic Police” at the Regional Directorate of the Ministry of Interior – Varna at the end of last week. The procedural actions for his detention were taken after a signal about the requested bribe was received at the end of February.

During the investigation, it became clear that after submitting documents for a permit for the placement of a temporary object, the interested party received clear signs that they had to provide the sum of 1500 euros if they wanted their case file to be processed in a favorable direction. After filing a report, the money was prepared and handed over at the beginning of March, when Todorov was detained.

Work on the case continues under the direction of the Regional Prosecutor's Office in Varna. The Regional Court has determined the measure "house arrest" for the accused, but it has not yet come into force, as the deadline for protest and appeal is running.
