A series of significant legislative corrections in transport regulation officially starts from August 1, 2025. The amendments affect both the Road Traffic Act and the Criminal Code, aiming to improve road safety.
One of the key highlights is the introduction of an unprecedented strict regime for incidents. Drivers who refuse an alcohol or drug test after a road accident will be held criminally responsible. A sanction of up to one year of imprisonment and a financial fine of up to 2,500 leva is envisaged.
Another significant novelty is the official legalization of electric scooters. Specific age and technical requirements are introduced for their operation: mandatory participation of persons over 16 years old, wearing a protective helmet, possessing mandatory insurance, and registration.
The regulatory changes provide for differentiated sanctions between 50 and 500 leva for various violations. Among the innovative control mechanisms is the introduction of an average speed system via cameras. For speeds exceeding 40 kilometers per hour outside populated areas, drivers will receive a two-month registration revocation and a fine of 600 leva.
