Reform in the Bulgarian Energy Holding: Milestone 93 of the RRP
The Council of Ministers has tasked the Minister of Energy with taking urgent measures to restructure the Bulgarian Energy Holding (BEH). The decision is linked to the implementation of milestone 93 of the National Recovery and Resilience Plan (RRP).
The delay in this reform has put over 1 billion euros in funding under the RRP and the Territorial Just Transition Plans at risk, emphasized Minister Iva Petrova.
Key steps in the restructuring:
- Separation of "Mini Maritsa Iztok" and "TPP Maritsa Iztok 2" from the BEH structure.
- Creation of a new state-owned enterprise that will take over the management of the assets.
- Asset valuation by an independent auditor prior to their transfer.
Integrated concept for "Maritsa Iztok"
Minister Petrova clarified that the change is not merely administrative, but part of a large-scale integrated concept for the "Maritsa Iztok" complex. The plans include:
- Preparation of a business and financial plan for the new company.
- Investment plan for the development of the region.
- Active dialogue with trade union organizations, the State Agency for National Security (SANS), and the National Assembly.
The reform is of strategic importance for Bulgaria's energy security, economic stability, and competitiveness.
