According to diplomatic sources, the Russian side formulates extremely tough conditions for a potential meeting between heads of state. The official position of the Kremlin states that Kyiv must first accept all Russian demands, which in practice means a complete surrender of positions.
A characteristic quote from Kyslytsya reveals the essence of Russian pressure: "First, you accept our demands — capitulation — and only then will we organize a meeting of leaders". Ukrainian diplomacy, for its part, insists on an alternative approach — establishing a ceasefire as a starting point for further negotiations.
