Parliament Meets Again: Quorum Remains a Problem

Parliament is preparing for a third attempt to hold a session after the quorum was missing twice. Boyko Borisov announced the cessation of efforts. Delyan Peevski is ready to take responsibility, and BSP wants talks.

The Parliament is preparing to hold a session again, making a third attempt within the week. In the previous two plenary days, efforts to start work failed due to a lack of a quorum.

On Wednesday, in the plenary hall, only 61 MPs were registered, with the required 121 to begin the session. The situation did not improve on Thursday, with the number of registered reaching 71. Therefore, the Speaker of the National Assembly, Nataliya Kiseleva, announced the holding of the next plenary session today, starting at 9:00.

Yesterday, we noted the presence of 29 deputies from "We Continue the Change-Democratic Bulgaria" (WCC-DB), 9 from „BSP-United Left“, 14 from "Alliance for Rights and Freedoms" (ARF), 11 from "Morality, Unity, Honor" (MUH) and 8 from „Greatness“.

The absentees included the deputies from GERB-SDS, „DPS-New Beginning“, „There Is Such a People“ and those who do not belong to a parliamentary group. Representatives of "Revival" were in the hall, but did not register.

On October 14, GERB leader Boyko Borisov announced the termination of efforts to ensure a quorum in parliament. "I don't see any place for GERB in such a government," Borisov said during a meeting with the parliamentary group of GERB-SDS and Prime Minister Rosen Zhelyazkov. This statement followed the results of the elections for municipal councilors in Pazardzhik, where GERB took sixth place.

For his part, the leader of DPS and the parliamentary group of „DPS-New Beginning“ Delyan Peevski, in front of journalists in the corridors of the parliament, expressed readiness to share responsibility in the government. "If there is a need to share responsibility in the government and GERB is burdened by this thing, we are ready to take responsibility," Peevski said. He shared that he had spoken with the prime minister. "I am waiting for them, they will have a decision by Monday what they will do, I assume he is waiting for Borisov," Peevski added. According to him, everything depends on Borisov – "whether he will throw the country into the abyss".

The chairman of BSP, Atanas Zafirov, after a meeting of the Executive Bureau of the party and the coalition council of "BSP-United Left", expressed readiness for talks with partners in the government in order to preserve the government, especially given the upcoming deadlines for the budget. He stressed that the initiative should be with the mandate holder, but these talks and decisions cannot be at any price.

Jeyhan Ibrqmov from the parliamentary group of ARF commented on the situation as a signal for reformatting.

The co-chairman of the parliamentary group of WCC-DB, Nikolay Denkov, emphasized that reformatting cannot be carried out without the participation of their formation.

The leader of MUH, Radostin Vasilev, expressed the opinion that the budget can serve as a link in the government.
