The parliamentary budget and finance committee will discuss in first reading a bill for the collection of revenues and the making of expenditures in 2026 until the adoption of the State Budget Act, the Social Security Budget and the NHIF budget, submitted by the caretaker government.
Yesterday, the government proposed an extension budget, as the budget procedure for 2026 was not completed. The CITUB and the Confederation of Labour "Podkrepa" expressed concern that this will create tension.
Caretaker Prime Minister Rosen Zhelyazkov stated that the extension budget guarantees the stability of the state. The bill provides for the collection of revenues according to the current laws, and the expenditures will be in the amount of the previous year, taking into account acts of the National Assembly and the Council of Ministers.
The caretaker government is taking this measure because of the political situation and the practical impossibility of adopting the budget laws for 2026. A legal framework for the functioning of the state and guaranteeing the rights of citizens is proposed.
The bill provides for a procedure for making expenditures and prioritization, as well as determining a procedure for payments to the budgets of the municipalities, the Social Security and the NHIF. Entry into force is proposed from January 1, 2026.
