Serious violations were discovered at a hospice in Chernomorets, leading to the revocation of its license and its removal from the register of the Executive Agency "Medical Supervision" (IAMN). This was announced by IAMN in response to media publications, signaling irregularities.
The order for inspection was given by the Prime Minister, initiating joint actions with the Ministry of Justice, the Ministry of Health, and the Ministry of Labor and Social Policy. In June 2025, IAMN conducted control proceedings at two facilities associated with Dr. Dimche Miladinoski – in Pomorie and Chernomorets. The findings at the hospice in Chernomorets revealed a concerning picture. The residents did not meet the criteria for terminally ill patients, and the environment was characterized by poor hygiene. In addition, there was no approved internal regulations, contracts with medical professionals were not concluded, and the overall activity did not comply with the requirements for palliative care, as well as the Law on Medical Establishments.
As a result of these violations, by order of June 30, 2025, of the director of IAMN, Ivanka Dineva, the license of "Hospice Miladinoski" EOOD (EIK 203430190, Chernomorets, str. "Anton Strashimirov" 1) was immediately revoked. The medical institution was removed from the IAMN register. The agency added that the certificate from the Regional Health Inspectorate (RZI) – Burgas, was also invalidated.
An appeal of the order followed before the Administrative Court in Burgas. The request to suspend the immediate execution of the order was categorically rejected by the Administrative Court in Burgas and confirmed by the Supreme Administrative Court with Decree No. 8552/21.08.2025. At the same time, the Administrative Court in Burgas considered the appeal on the merits in an open court session held on October 3, 2025. The decision, issued on October 27, 2025, with number No. 9197, confirmed the IAMN order.
IAMN confirmed that after a conversation with RZI- Burgas, health inspectors had informed the local institutions about the unregulated activity carried out by the hospice, whose license was revoked. RZI- Burgas is to inform the Bulgarian Medical Union for verification regarding the qualification of Dr. Dimche Miladinoski, IAMN added.
At the same time, in October of this year, the National Assembly supported on first reading the proposal to criminalize the organization and management of nursing homes without a license. The introduction of the relevant amendments to the Penal Code is envisaged.
