Emergency social protection measures
National Ombudsman Velislava Delcheva has called on the 52nd National Assembly for immediate legislative action. In an official letter to Chairwoman Mihaela Dotsova, she outlined critical issues arising from over 10,500 complaints in 2025 and thousands of reports since the beginning of 2026.
"The National Assembly must address the vicious practices of debt collectors and payday loan companies that exert psychological pressure on thousands of Bulgarians," Delcheva emphasized.
Main priorities for legislative changes:
- Consumer rights: Price controls on food, medicines, and services, as well as resolving water supply issues.
- Social policy: A mechanism to link pensions to the poverty line and equality for people with disabilities.
- Justice and rights: Reform in juvenile justice, abolition of the outdated guardianship model, and protection of the rights of patients with mental illnesses.
- Electoral legislation: Guaranteeing the voting rights of Bulgarians abroad and people with sensory disabilities.
The Ombudsman also highlighted the need to regulate land restitution and protect primary residences during administrative actions. The institution remains ready for close cooperation with the deputies to ensure that the voice of over 100,000 citizens who have sought assistance will be heard.
