Burgas Municipality is introducing a new demographic measure to support students, aimed at facilitating their daily lives and encouraging their active participation in the educational, cultural, and social life of the city. A report from Mayor Dimitar Nikolov to provide preferential monthly city transport passes at a price of 1 euro, with no limit on travel, will be considered at the upcoming session of the Municipal Council.
The measure is part of the Demographic Development Program of Burgas Municipality and builds on the already introduced policies to attract and retain young people. Data from the National Statistical Institute show that Burgas is among the few municipalities in the country with a positive mechanical increase – 4,646 people have chosen to settle in the city. A steady growth is also recorded in the education system – the number of students is increasing from 27,120 in the 2024/2025 school year to 28,031 in 2025/2026, and students – from 7,307 to 7,641.
These trends confirm that Burgas is establishing itself as an attractive center for young people and families, which motivates the municipality to invest in new schools, dormitories, sports infrastructure, a student campus, new academic fields and a modern urban environment.
In this context, accessible and modern public transport is a key instrument of demographic policy. Analysis of the use of transport services shows that an average of about 5,000 students from VIII to XII grade use public transport monthly, with a total of 11,735 students in this age group. The new measure aims to encourage more young people to choose public transport as the main way of getting around.
The proposal provides for a monthly pass for students and doctoral students – regular education at a price of 1 euro, unlimited number of trips within the month, and compensation for the municipal carrier “Burgasbus” EOOD in the amount of BGN 24 (EUR 12.27) for each issued card.
The expected effects of the measure are financial relief for young people, promotion of “green” mobility, increasing the efficiency of investments in public transport, and increasing passenger flow.
Upon approval by the Municipal Council, “Burgasbus” EOOD will create the necessary organization for the sale of the new type of cards, and the measure will come into effect on March 1, 2026.
