Nesebar Public Council: Obstructing Investigation in Elenite

Nesebar Public Council claims that the chief architect and the mayor are hindering the investigation following the disaster in "Elenite". Revelations of violations from 2009 involving covering a river and construction have sparked discussions regarding the effectiveness of inspections.

A prerequisite for hindering the investigation – this is the opinion expressed by representatives of the Public Council Nessebar, in connection with the situation that arose after the disaster in the resort complex "Elenite".

According to them, the chief architect should be removed from office to ensure the effectiveness of the investigation. The argument is that he has access to key documents that are essential for clarifying the circumstances.

At the same time, the Public Council calls on the mayor of Nessebar Municipality – Nikolay Dimitrov, to also take action – resignation or at least leave. According to them, he too is hindering the investigation process.

The discussion about the causes of the disaster flared up after the statement of Eng. Yavor Dimitrov, director of the "Black Sea Region" Basin Directorate. He emphasized that as early as 2009, based on a received signal, an on-site inspection was carried out by employees of the directorate. Violations were established – "unauthorized covering of the river and construction within the boundaries of the water body".

Eng. Dimitrov emphasizes that the competent institutions were then notified – RDNSK, Nessebar Municipality, the regional governor of Burgas and the District Prosecutor's Office in Nessebar. The reaction of the prosecutor's office, which followed in the same year, was the termination of the file with the argument that there were proper building permits for the objects.

Krastyo Peev from the Public Council Nessebar recalled the information provided by the Basin Directorate, defining it as fundamental. He emphasizes the contradictions – "Once they say that there is no coordination documentation with them. The second time they said that there was a signal from 2009 to the prosecutor's office, which finally ruled that there was proper documentation, but in fact it did not exist. Then, in 2015, there was a signal to RDNSK. That is, it was known that construction was taking place on a river gully, which was being covered in an absolutely illegal manner".
