According to the official position, the primary priority is public needs - providing spaces for educational, health, sports, and cultural institutions. In the absence of direct functional purpose, alternative options such as concession or leasing are considered.

The sale of state properties is allowed only after exhausting all other possibilities. A thorough and objective analysis is necessary to prove the lack of potential for public use. "Claims of mass sell-off represent a gross distortion of reality," Arsov emphasized.

The ultimate goal of the program is to achieve maximum transparency and efficiency in the management of state property. Political speculations are defined as insignificant compared to real management mechanisms.
