The European Union takes an unprecedented step in scientific diplomacy by announcing a large-scale program "Choose Europe for Science" with an investment of €500 million for the period 2025-2027. The strategic initiative is a direct response to the declining research funding in the United States.

The ambitious program aims to attract the most distinguished researchers from the global scientific community, with a special focus on talents from the American scientific sector. Through a system of long-term grants and targeted incentives, the EU demonstrates determination to create an extremely attractive environment for international scientific personnel.

Leading European universities such as Aix-Marseille and research institutes like Max Planck Institute will be key partners in this initiative. In parallel, countries like Spain are expanding their national ATRAE and Ramón y Cajal programs to strengthen their capacity to attract foreign scientists.

The strategy goes beyond ordinary funding – it represents an attempt to restructure the global scientific migration flow. The ultimate goal is not only to attract scientists but also to achieve the ambitious national target for investments in research and development – 3% of gross domestic product by 2030.
