MEU unveils the architecture of the European Digital Identity Wallet and prepares a dedicated law

The Ministry of Electronic Governance has published the technical architecture of the European Digital Identity Wallet for Bulgaria and prepared a draft law, which will soon be submitted for public consultation.

The Ministry of Electronic Governance has officially presented the technical architecture of the European Digital Identity Wallet (EDIW), which is to be built and implemented in Bulgaria in the coming years. In parallel, a draft Law on the European Digital Identity Wallet has been completed and will shortly be published for public consultation on the Public Consultation Portal and on the Ministry’s official website. This was announced after a meeting between the Minister of Electronic Governance Valentin Mundrov and the qualified trust service providers in Bulgaria.

The documents are the result of joint work between the Ministry’s team and all Bulgarian providers of qualified trust services. During a series of expert meetings, the key technical, organisational and legal aspects of the future architecture of the digital wallet were examined, as well as the legislative changes needed for its implementation in line with Regulation (EU) 910/2014, as amended by Regulation (EU) 2024/1183 (eIDAS 2.0).

The publication of these materials aims to open up the process and provide clarity on how Bulgaria plans to introduce the European digital wallet. This will allow all interested parties – companies, experts, institutions and citizens – to familiarise themselves with the proposed architectural framework, the main functionalities and the regulatory solutions on which the deployment of the European Digital Identity Wallet in the country will be based.

"My goal as a minister was to lay a solid foundation. Together with the industry we managed to do that and I hope there will be continuity under the next minister, so that by the end of the year we will have a ready digital wallet and a built state infrastructure," emphasised Minister Valentin Mundrov.

According to him, from now on it is important that all participants in the process – institutions, business and the expert community – unite around a common vision and coordinated steps so that the European Digital Identity Wallet can be successfully introduced and become truly usable for citizens and businesses in Bulgaria.
