Transport Committee Passes Amendments to Road Traffic Act: Cameras and Electric Scooters

The Transport and Communications Committee approved in its first reading a bill amending the Road Traffic Act, concerning the use of traffic control cameras and the registration of electric scooters. The bill provides for the introduction of a clear legal framework for the installation of cameras and the creation of a unified system for scooter registration.

The Transport and Communications Committee approved on first reading the Bill for Amendments and Supplements to the Road Traffic Act, submitted by MPs Kiril Dobrev and Andrey Runchev.

The bill was adopted with 17 votes "for" and one "abstention".

Andrey Runchev from GERB presented the bill, explaining that the texts were prepared after meetings with representatives of the ministries and municipalities.

The proposals are structured in two main parts.

The first concerns the use of automated technical means for traffic control (cameras), aiming to introduce a clear legal possibility for their installation, especially during the reconstruction and construction of road sections.

The second main focus is related to electric vehicles - scooters. It is proposed to introduce a unified procedure for registration and the construction of a unified automated information system to be used by all municipalities.

During the meeting, it was pointed out that such a system will facilitate both citizens and the control bodies.

It was also noted that the possibility of the register being built and maintained with the participation of state institutions is being discussed.

In the course of the discussion, suggestions for technical revisions were made.
