An innovative project supports underage refugees without parents in Bulgaria

The State Agency for Refugees has launched a unique pilot model for social services that will provide comprehensive care for unaccompanied minor migrants.

An unprecedented initiative for social support of the most vulnerable refugees was officially presented by the State Agency for Refugees to the Council of Ministers. On July 29, 2025, experts announced a large-scale pilot project that sets new standards in caring for unaccompanied migrant minors.

The project is defined as the first of its kind, not only for Bulgaria but also in the context of the entire European Union. Its main goal is to create alternative social services that respond to the specific needs of the most vulnerable group of refugees - children who have been left alone in a foreign country.

The key focus of the initiative is providing comprehensive and targeted support. Experts from the agency have developed a complex model that includes psychological counseling, educational integration, health care, and social adaptation for underage migrants.

The innovative approach aims not just to provide temporary shelter, but to create real opportunities for full socialization of refugee children. Specialists emphasize that the project is the result of an in-depth analysis of international experience and local migration challenges.

Expectations are that this pilot model will serve as a template for future integration practices not only in Bulgaria but also in other European countries. The State Agency for Refugees demonstrates readiness to share accumulated experience and continue developing the humanitarian dimensions of migration policy.
