Free e-vignettes for people with disabilities: Statistics, conditions and procedure

Over 8,400 free e-vignettes were provided to people with disabilities in the first three working days of January 2026. The total number of free vignettes provided in 2025 is 244,916. They are for over BGN 22.3 million and are at the expense of the budget of the Road Infrastructure Agency.

In the first three months of 2026, the validity of 116,263 electronic vignettes issued through the Social Assistance Agency for people with reduced working capacity expires. The most free vignettes expire in January – 62,682 pcs. In February – 29,491 pcs, and in March 24,090 pcs.

Persons with 50 percent or more reduced working capacity, as well as families who raise children with permanent disabilities up to 18 years of age or until the completion of secondary education, but not older than 20 years of age, are entitled to a free e-vignette. According to the Roads Act, the right is for one car with an engine capacity of up to 2000 cc and a power of up to 160 hp or for electric cars with a motor power of up to 117.64 kW (160 hp). It is recommended that applications for the renewal of free vignettes be submitted when their expiry date is approaching. They are submitted to the "Social Assistance" directorate at the current address – in person, by letter or electronically with an electronic signature. Social services process the documents within 7 days. The Social Assistance Agency sends the processed applications to the Road Infrastructure Agency every day, which issues the e-vignette within the next working day.

When transferring ownership, the free e-vignette does not follow the car. In these cases, the entitled person must notify API within three working days so that they can receive a new free vignette from the SSA. Transfer of ownership means the purchase and sale of a road vehicle or scrapping a car and transferring it to a licensed dismantling company with a contract. When the car has been scrapped and left for storage on private property, the person is not entitled to a new free electronic vignette until the expiry of the initial validity.
