Bulgarian Parliament with an Unprecedented Law on Orthodoxy

The National Assembly passed unique legislative changes that guarantee the exceptional rights of the Bulgarian Orthodox Church over religious space.

The legislative initiative, adopted on July 29, 2025, established a clear legal framework around the status of Orthodoxy in Bulgaria. The deputies unanimously voted for amendments that officially limit the use of the term "Orthodox" only to the Bulgarian Orthodox Church - Bulgarian Patriarchate.

The key change comes after a precedent-setting decision by the Supreme Court of Cassation in December 2024, which allowed the registration of an alternative religious community - the "Old Calendar Orthodox Church of Bulgaria". The legislative decision blocks similar future registration attempts.

The parliamentary majority of 186 deputies supported the restrictive texts that introduce a direct ban on new religious organizations using the term "Orthodox" in their name. Existing structures are given a two-month period for renaming, after which their registrations can be canceled by the Sofia City Court.

Experts define the changes as an important step to preserve the canonical unity of Orthodoxy in Bulgaria. The legislation reflects the consolidated position of state institutions - the presidency and the council of ministers - against parallel Orthodox formations.

The new rules demonstrate a consistent state policy to protect traditional religious structures and prevent splits in the country's religious landscape.
