President Donald Trump initiated the creation of a specialized Investment Fund for comprehensive reconstruction of Ukraine, official American sources reported. The strategic initiative was presented during a large-scale international meeting in the Italian capital Rome, which was held on July 10-11, 2025.
The main goal of the financial mechanism is mobilizing American corporations, expert potential, and economic resources for the revival of the Ukrainian state. According to a statement by Finance Minister Scott Bessant, the project will provide extremely favorable conditions for economic development.
"Through strategic macroeconomic management and attracting foreign investments, Ukraine can achieve a qualitatively new economic model," Bessant emphasized. The diplomatic representative highlighted the importance of partnership between Washington and Kyiv.
A key point in the agreement is guaranteeing full control from the Ukrainian side over financial resources, without taking on additional debt obligations to the United States. The document for creating the fund was officially signed on April 30, 2025.
The Rome conference is the fourth consecutive international event after previous meetings in Lugano, London, and Berlin. The forum united nearly 5,000 delegates, including 100 government and 40 international delegations, which demonstrates the large-scale interest in reconstructing the Ukrainian economy.
