The Municipality of Nessebar demonstrates its commitment to the development of a modern and effective system of social services, focused on the needs of vulnerable groups in the municipality. In implementation of the Law on Social Services and the Regulation on Planning of Social Services, the Mayor of the municipality organizes the annual development of the Municipal Annual Plan for Social Services for the next calendar year.
The key areas in the plan for 2026 are determined based on the identified needs of the risk groups and the need to address the social difficulties of the residents of the municipality. The plan includes both social services financed by the state budget and those financed by the municipal budget.
The process of preparing the plan engages a wide range of stakeholders, including managers and employees of social services, consumers and their legal representatives, the Council on Social Services Issues, as well as the Directorate of Social Assistance - Pomorie. The Council plays a key role by analyzing the needs for social services at the municipal level and assessing the status and effectiveness of the services provided.
The Municipal Annual Plan for Social Services was published on May 1, 2025 and represents a dynamic document that can be updated and supplemented in response to emerging needs and changing conditions, regulatory framework and economic environment.
The social policy of the Municipality of Nessebar is aimed at building a modern and effective system of social services, which puts the user at the center, responds to the needs of the community, ensures equal access and continuously improves its quality.
