New regulation regulates fiscal devices and e-commerce in Bulgaria

The government has promulgated an updated ordinance that introduces changes related to the transition to the euro and the expansion of the functionalities of fiscal devices used in commercial establishments for the sale of liquid fuels.

The Regulation on Amending and Supplementing Regulation No. N-18 of 2006 regulates the registration and reporting of sales through fiscal devices, the requirements for their management software, as well as for persons conducting online sales. The main changes include the introduction of the euro as the national currency, the expansion of the functionalities of fiscal devices used at petrol stations, and the possibility of generating electronic fiscal receipts.

The Regulation allows the total amount for payment in the issued documents to be displayed both in the currency of the country and in another currency. It also regulates the generation of a fiscal receipt in electronic form when working with electronic systems with fiscal memory (ESFP). The possibility is introduced for two types of ESFP from different manufacturers/importers to work together in one commercial site for fuel sales/refueling, as well as the option to generate a system receipt in electronic form when working with integrated automated business management systems.
