On June 4, 2025, the European Commission approved an amendment to the "Environment" Program for the period 2021-2027. The changes are the result of the interim review of the program's implementation in accordance with Regulation (EU) 2021/1060 and will contribute to more effective achievement of the environmental goals financed by the program.
In the Water Supply and Sewerage (WSS) sector, in addition to the continuation of WSS infrastructure measures in agglomerations with more than 10,000 population equivalent, investments in agglomerations between 5,000 and 10,000 population equivalent will also be financed, in order to achieve compliance with Directive 91/271/EEC on urban wastewater treatment.
In the "Waste" sector, additional measures have been included to optimize the management of municipal waste by municipalities, in connection with the introduction of the "pay-as-you-throw" scheme. This change from 2026 is expected to encourage separate collection of recyclable waste and reduce mixed waste.
In the "Biodiversity" sector, measures have been included for the development of specific objectives for the protected Natura 2000 sites, support for the development and management of ecosystem services, assessment of the status of green infrastructure elements, as well as the purchase of motor vehicles for activities in national parks. Support for municipal zoos is also increasing.
The changes in the "Risk and Climate Change" priority are related to the addition of measures regarding the implementation of studies, analyses, digital models, forecasts and assessments, including of other strategic, program and planning documents.
In the "Air" priority, changes have been made in connection with the need to transpose the new Directive 2024/2881 on ambient air quality and cleaner air for Europe into Bulgarian legislation.
Changes have been approved in the target values of some indicators under the "Water", "Waste", "Biodiversity" and "Air" priorities.
