The State Intelligence Agency (SIA) has expressed serious concern about the acute shortage of qualified specialists and ongoing financial difficulties that hinder its effective work. In its annual report for 2024, published on the website of the Council of Ministers, the agency indicates a high percentage of vacant staff positions, despite active efforts to attract new personnel.
According to the SIA, the main obstacles to finding suitable candidates are high competition in the labor market, psychological unsuitability, low intelligence quotient and general culture, often not corresponding to their education. Underfunding is another key issue hindering the agency's ability to fulfill its national security tasks.
The SIA insists on optimizing its operational presence abroad, where it is currently limited or non-existent. The agency has taken steps to expand its network of sources in 2024 and strengthen the protection of Bulgarian interests on foreign policy issues.
The report also analyzes the risks to the Black Sea region arising from the war in Ukraine, such as the safety of navigation and the environment. Russia is expected to focus on restoring and modernizing its military potential. The SIA also notes Russia's foreign policy aimed at weakening the EU and NATO through the use of hybrid operations.
The report is to be considered by the National Assembly.
