The rector of the Krastyo Sarafov National Academy for Theatre and Film Arts (NATFIZ), Prof. Miroslav Dachev, has sent the education ministry a letter with a road map for the academy's problems. It also covers the Burgas branch, minister Prof. Georgi Valchev told parliament.
MP Alexandra Sterkova of Democratic Bulgaria asked about the inter-agency group on the NATFIZ protests. The letter is dated 14 October, and the ministry will pass it on to the members of the group.
The road map follows the recommendations of the inter-agency commission of 18 September. It has two main parts. The first covers the claims in the students' open letter to the institutions and the media from July 2026. It also covers the questions in the teachers' complaint to the ministry in January, the ministry's audit report from April and the commission's meetings in September.
The problems fall into five groups. They concern the single information system that manages study and work processes, the board of trustees and the Burgas branch. The other three are the chance for students to get back 20% of their fee if they complete the year successfully, teaching in groups of fewer than four people and NATFIZ's place in the European consortium.
The academy's leadership promised to keep students informed about next steps and decisions. It says the road map meets its pledge and that the problems are being solved step by step.
Sterkova, Elisaveta Belobradova and Anna Bodakova proposed a joint meeting of the culture and media committee and the education and science committee. The meeting did not take place. But the minister accepted the proposal, and the inter-agency group was set up after many attempts to restart talks.
The education ministry and the culture ministry sit on it. MPs from both parliamentary committees and others were invited to its meetings. The group has met three times. After that, Prof. Dachev promised to present within a month a plan with a list of the problems and steps to solve them. Sterkova says the group was meant to be a bridge for solving the problems. "The deadline expires on 18 October, and as of today we have no information about such a list or about any action taken," she said.
Students and teachers have protested against the rector since the end of June. On 15 September, three months after the dispute began, they marched again and called for Prof. Dachev to resign and for the ministry to act.
The ministry's internal audit unit checked the academy under its approved annual plan. It found breaches in the organisation and management of finances. The audit covered the period from 1 January 2023 to 30 September 2025 and both rectors in that time: Prof. Stanislav Semerdzhiev until 14 March 2024, and Prof. Dachev from that date. On 25 September Valchev answered a question from MP Pavel Popov about the ministry's actions after the audit.
On 2 September the minister told the education and science committee that NATFIZ's place in the European alliance FilmEU is not at risk. He was replying to Belobradova. All commitments made in the alliance will continue to be met.
As early as 15 July, Prof. Dachev told journalists that FilmEU still has institutional support, and that claims to the contrary, and of dismissals, are insinuations. "There are no reprisals, no dismissals, no withdrawal of support," he said.
Around the time of that statement, the education ministry and the National Representation of Student Councils held a meeting on the tension between NATFIZ's leadership and the students.
