Four state institutions are joining efforts to create a precise regulatory document that details the mechanisms for temporary placement of tents, campers, and caravans in specific territorial zones.
The draft regulation provides an opportunity to set up temporary camp sites on various types of land plots - state, municipal, private, forest, and agricultural territories, without changing their original purpose.
A key requirement is that new temporary camps should not fall within protected areas with high conservation value, such as reserves, natural landmarks, or protected sites. The document sets strict restrictive conditions for their placement.
The procedure for determining suitable terrains will be carried out by property owners or authorized persons, with the final permit issued by the respective municipal mayor. The placement period is limited - maximum three years, solely between May 1 and September 30.
The regulation sets extremely specific requirements for future temporary camps, ensuring minimal standards for health, hygiene, fire safety, and environmental compatibility.
Exceptions to the general rules are also specifically regulated - for example, restrictions do not apply when organizing sports and cultural events or conducting research activities by legitimate scientific organizations.
The document is publicly accessible on the internet - on the official website of the Ministry of Regional Development and Public Works, as well as on the Public Consultation Portal. A 30-day period for public discussion is provided, during which all interested parties can express opinions and recommendations.
The regulatory act was developed in accordance with Article 10a of the Black Sea Coast Spatial Development Act and aims to create a transparent and controlled mechanism for temporary accommodation outside traditional tourist zones.
Experts from the four ministries - regional development, agriculture, environment, and tourism - have made efforts to achieve a balance between tourism interests and nature conservation priorities.
