During a working meeting with the Bulgarian Industrial Association (BIA), the Minister of Environment and Water, Manol Genov, emphasized the importance of harmonious coexistence between investment projects and nature. He stated that nature is always stronger and should not be underestimated when planning business ventures.
Genov answered questions related to environmental regulations, the circular economy, waste management, decarbonization, and the implementation of European directives. He expressed satisfaction with the regular dialogue with the BIA, with Chairman Dobri Mitrev highlighting the Association's 30-year commitment to clean industry.
The meeting brought together representatives of various industries, including chemical, metallurgical, recycling, woodworking, food and beverage, water supply and sewerage, and others. Emphasis was placed on expanding the Carbon Border Adjustment Mechanism (CBAM) for fairer competition. The Minister confirmed that the government supports the expansion of CBAM.
Genov explained that the procedure for issuing an Integrated Permit (IP) takes 190-200 days, and often needs to be extended due to incomplete documentation from operators. He stressed the importance of well-prepared documents for meeting deadlines.
The transposition of the European directive on industrial emissions was also discussed. According to the Minister, the new requirements aim to protect soil and water, and their entry into force is scheduled for 2030. Genov promised methodological assistance to the affected installations.
The Minister announced that the Ministry of Environment and Water is working to ease the regime for using water for irrigation, and the dam schedules for May prioritize agricultural needs. Models for the "polluter pays" principle for waste fees are expected to be presented by mid-May.
Genov also announced amendments to the Waste Management Act, which will increase sanctions and give municipalities more power to combat illegal landfills.
