A large-scale scheme for circumventing European sanctions against the Russian Federation was uncovered through diesel fuel imports in Spain. According to a study by the influential publication El Pais, during the spring months of 2025, ships with an impressive 123 thousand tons of fuel delivered by the Kingdom of Morocco docked in Spanish ports.
The investigation reveals that a significant volume of this diesel actually originates from Russian suppliers. Morocco, which has not imposed sanctions, skillfully uses its geopolitical position by purchasing Russian fuels and presenting them as its own export product to the European Union.
This mechanism allows the Russian economy to continue generating revenue by bypassing the introduced restrictions. Spanish state institutions have already initiated an official investigation but acknowledge the exceptional complexity in establishing the origin of the fuel due to its physical identity.
