Official Presidential Decree No. 466/2025 of July 8, 2025, initiated a large-scale international operation against technology suppliers of Russian military drones. The Ukrainian head of state imposed strict restrictive measures on six Chinese commercial structures identified as key suppliers of components for "Shahed" type unmanned aerial vehicles.

The decision was made after successful defensive operations by the Ukrainian Armed Forces, during which several drones were shot down on July 4. The National Security and Defense Council took extremely precise actions to block strategic channels of technological transfer to the Russian military machine.

The sanctions include a complete asset freeze, a categorical ban on commercial operations, and comprehensive restrictive actions. Companies such as Central Asia Silk Road International Trade, Suzhou Ecod, Precision Manufacturing, Shenzhen Royo, Shenzhen Jinduobang Technology, and Ningbo BLIN Machinery were added to the blacklist.

Enforcement of the sanctions was directly assigned to the Secretary of the National Security and Defense Council. In parallel with internal restrictions, Ukraine launched an international diplomatic campaign among EU and US allies with an urgent recommendation for identical restrictive actions.

The strategic goal of the taken measures is to maximize the difficulty of Russian military supplies and demonstrate a categorical resistance against attempts to provide technological support for the aggression.
