Only 28 of the 11,902 voting machines used in yesterday's election had problems, the Ministry of Innovation and Digital Transformation said. More than 99.8% of the machines worked without a fault.

The ministry says the result comes from months of preparation, security checks and transparency steps for machine voting.

Minister Ivan Vasilev described the preparations in a Facebook post. In recent months, meetings took place every week, along with public demonstrations of the machines. The ministry also held briefings on how the machines work and how their security is checked.

The verification machines were picked by public draw. The software was built in a trusted, secure environment, and its hash code was published so anyone can check that it is genuine. The ministry also answered the most common questions about machine voting in a series of short videos.

"Trust in the election process is built on openness, clear rules and the chance for independent checks," Vasilev wrote. He said the focus was on openness from the start.

On election day, 1 November, control receipts jammed in machines in the Burgas area and halted voting in several polling stations. In polling station 16, the machine in Karnobat did not start at all, and people there voted entirely on paper. In polling station 218 in Burgas, paper kept jamming even after a fault was fixed.

"For me it was important that people had access to the information and could see for themselves how the preparation was going," the minister added. He thanked the experts and institutions that worked on it in recent months.
