Russian forces hit the Ukrainian city of Pryluky, in the Chernihiv region, with missiles early on 7 October while people were still asleep. Early reports say people were killed and wounded, said Vyacheslav Chaus, head of the Chernihiv regional military administration.
One missile hit a multi-storey apartment block directly. Ukraine's National Police say a children's and youth creativity centre and a business in the city were also damaged.
All emergency services, police, rescuers and medics are at the scene. They are clearing rubble, where people may be trapped.
Chaus said all the services needed are dealing with the aftermath. Officials are still working out how many people died and how many were wounded.
Russia has waged a full-scale war on Ukraine since February 2022.
