Hiring Minors: Statistics and Trends
Since the beginning of 2026, the General Labor Inspectorate (GLI) has issued 13,409 work permits for minors. The most active cities in hiring are Burgas, Varna, Sofia, Plovdiv, and Dobrich, with the primary sectors being catering, hospitality, and retail.
Why does the GLI refuse work permits?
During the year, 212 refusals were registered. The reason is a discrepancy between working conditions and the needs for the safe development of young people.
Minors are not allowed to perform heavy physical labor or work in an environment with harmful physical, chemical, or biological agents.
Basic Rights and Legal Requirements
- Working hours: 35 hours per week for a five-day work week.
- Payment: At least the minimum wage.
- Leave: Extended paid leave of at least 26 days.
Documentation and Inspections
Employers must submit documents to the GLI before hiring the individual. The inspectorate aims to issue decisions within 2 days if the documentation is in order. Control authorities remind that a written employment contract is the only guarantee for the labor and social security rights of young people.
